This seems like boonthingyie. For one, the home versions of any console do not contain the software to program. So can it edit the main core of the PS3? I think not. Remember the old NES? They released a little plug to let you play Euro, Asain, and ( at the time ) 4th party games. If you used the little chord plug, your NES would work for a few days then not play anything, even US titles.
IMO, this is not real, and most likely just a hoax.
